Supported a team that
ensures compliance with policies relating to IT acquisition and deployment requiring (entailing investment, enterprise architecture, security, Section 508, infrastructure, and portfolio analysis) levied by the Federal Government CIO. I prepared the Computer Security Audit Trails Product Evaluation and Selection Support document. As Dir of Acq (1997-2007)Consultant and advisor to the CNGB on plans, programs, personnel, training and certification, regulatory, procedural and business requirements pertaining to all functional aspects of contracting, support and cooperative agreements. Responsible for development, surveillance, interpretation and management for the implementation of command-wide contracting, support agreement and cooperative agreement policies, procedures and directives. Exercises staff and technical supervision over the headquarters procurement program and technical supervision over 146 subordinate offices (54 USPFO, Purchasing and Contracting offices and 92 ANG Base Contracting offices). Fielded the Standard Procurement System to the 54 USPFO sites, and 92 Air National Guard sites which are now at full operational capability status. Reduced the review time from months and weeks to a matter of days, without any appreciable quality degradation. DAWIA certification authority for all contracting personnel at all levels. Two-thirds of direct reporting supervisors are female, with 50 percent of these being Black and Hispanic. Current significant programs include Weapons of Mass Destruction, Florida Titan Missile Launch program, Distance Learning and Youth Programs, Foreign Military Sales with Singapore, Polar Exploration.

As Chief, Office of Grants and Cooperative Agreements (1993-1997): Formed the office to provide policy management and support for all National Guard cooperative agreement (grants) programs. Provided long-range strategic planning and technical guidance to include PPB (DoDI 7045.14), developing and implementing NGB regulations, directives and instructions to over 54 field offices and 24 directorates to implement Congressional, OMB, DoD, Army, Air Force and NGB policies, procedures to insure compliance. Senior analyst in environmental and special contract actions, recommending changes to contracting policy and procedures. Manage the Grants Information System reports to the DoD and OMB, developing NGB supplements and operating instructions to implement DoD, DA, AF and NGB contracting policies, and procedures by all NGB contracting activities. Provided technical assistance, guidance, instructions and advice to management and contracting personnel. Programs included Distance Learning ($120 million), Youth Programs ($350 million), Environmental ($500 million), and Foreign Military Sales ($40 million).
As Chief, Procurement Policy (1990-1993): Principal point of contact on difficult, complex, and sensitive acquisition procurement matters. Developed NGB contracting supplements and Operating Instructions, Statements of Procedures to implement DoD, Army and NGB policies, and directives. These policies assure compliance by all NG activities. Provided technical advice to management and contracting personnel throughout the NGB. Office's senior procurement analyst in analyzing, and recommending changes to contracting policy and implementing procedures; reviewed solicitations, contracts, cooperative agreements, memoranda of agreement, acquisition plans, single source documents, business clearance memoranda, protests and claims for relief (e.g., mistake in bid, reformation of contracts, and ratification of informal commitments). Developed sealed bid job order contracting-architectural and engineering contracting procedures for environmental assessments.

Requirements of standard items, procurement of raw materials, to specialized items, such as equipment or services needed to support a research and development activity; information technology equipment, software and related services; alteration and repair projects; and/or major armament systems/subsystems. Advised on contracting policies and procedures, such as: sole source procurements; engineering, prototype development and testing requirements; inclusion of government-furnished property, quality assurance; using fixed-price and cost contracts, with incentive provisions. Prepared solicitations, incorporating cost accounting standards, technical proposal requirements, testing procedures, cost escalation factors, cost data requirements, and socioeconomic programs, clauses and specification requirements. Performed economic cost /price analysis. Obtained pre-award surveys and audits to develop negotiation strategy. Negotiated with potential contractors. Monitored contractor performance. Interpreted provisions for contractors and for Government officials, and provided advice and guidance. Prepared protests and rendered or recommended a decision on claims. Served as Source Selection Authority, conducted sole source negotiation of fixed price and cost plus contracts for research and development and production efforts, and non- personal service acquisitions.
